
Preparation famework contract floating car data in Flanders

Through the Smart Flanders working group and the development of a practical handbook on mobility (by MORE LION, discover our involvement here), Agentschap Binnenlands Bestuur has identified a growing need for insights and guidance regarding the use of Floating Car Data (FCD).
Floating Car Data is a powerful tool that collects traffic information from moving vehicles (through GPS / navigation devices, in-car systems or smartphones), providing valuable data on traffic flows, travel times, and congestion patterns. This data can significantly enhance mobility planning and decision-making.
In collaboration with The New Drive, we are conducting a comprehensive analysis to map out the needs and requirements related to Floating Car Data. Our goal is to understand existing practices, current experiences, stakeholder involvement, market offerings, and how and if a centralized procurement strategy can improve the mobility landscape and access to mobility data in Flanders.
The project is guided by an expert steering group, which helps us identify the needs and formulate decisions regarding the format and content of a potential tender. This tender would be applicable to cities and municipalities, transport regions, provinces, intermunicipal associations, and entities of the Flemish Government.
To ensure a thorough and well-informed approach, we look at examples from both domestic and international contexts, including the NDW initiative in the Netherlands and practices in Nordrhein-Westfalen, Germany. We also consider developments at the federal level, in Brussels, and in Wallonia.
Simultaneously, we organize practical sessions where experts support cities and municipalities in gathering knowledge about data usage and applying it to their specific use cases and policy questions.
The result of this project will be a well-defined scope for the framework contract and a clear overview of the requirements from local and regional authorities.
